Is this rotary tool any good?

Of the two you list, the variable speed would be the better. With that said...
I cut and drill a great deal of metal - up to 1" thick. We cut and drill gussets out of 1/8" steel regularly. Steel is tough to deal with. It is a common misconception that higher speeds are better - this is not true. We drill plates at 600 RPMs, and we drip oil onto the cutting area constantly. Cutting steel requires low RPM and very sharp blades. High RPMs will rapidly dull even the finest blades because of the heat buildup. I've seen $250 bits ruined in seconds. The case a CPU is housed in is hard steel. If you have to do much of this sort of work, I'd suggest getting a quality, variable speed jigsaw - such as a Makita, and some fine steel blades for it. You will also need one drill bit large enough to bore a hole to start the saw blade in. Keep your RPMs slow, and cool the work as best as possible. Do any finishing work with fine metal files - flat and round, depending on the hole shape.
